From Bangladesh also, huge number of minority peoples of that country have entered into India. They have come to India in abnormal situations for the fear of persecution in that country. Naturally, it was not possible for them to collect Passport-Visa etc.for crossing the border. Most of them have come to India illegally. They have been living in India, particularly in West Bengal for forty to several years.

From Bangladesh also, huge number of minority peoples of that country have entered into India. They have come to India in abnormal situations for the fear of persecution in that country. Naturally, it was not possible for them to collect Passport-Visa etc.for crossing the border. Most of them have come to India illegally. They have been living in India, particularly in West Bengal for forty to several years.
The Citizenship (Amendment) Act. 2003 has declared all the displaced persons as illegal migrants [clause2(1)(b)]as they have come to India illegally and has closed all the doors for them for achieving Citizenship of India.
As a result, as per the statistical data of the Election Commission of India, only in West Bengal approximately 80 lacs adult peoples have been deprived of enlisting their names in voters list. Adding the minors of those families, the number will rise to 1.5 crores. They are not getting BPL cards, & Society.
In West Bengal, Hoogly, Burdwan, 24 Parganas and in other districts more than 300 refugees have been arrested under the Foreigners Act, 1946. Thousands of warrants are pending against those refugees. Most of these refugees are belong to Scheduled Castes & nobody is there to stand by them.
Now, the National Identity Cards AADHAAR (unique cards)will be issued. The work is on process. It is assumed that these vast number of refugees will not issued the same cards.
In Assam, the number of doubtful voters are more than 5.5 lacs. 33 Foreigners Identification Tribunals have been constituted in the state. The judges are sending the doubtful voters in detention camps en masse. Gauhati High Court is not giving them bail. Most of these refugees have come to Assam before 1965. In the mean time, many of them have been deported to Bangladesh without the consent of the Bangladesh Government.
From Orissa, 21 refugees have been deported to Bangladesh. 1551 refugees have been issued notice to quit India. Their names have been deleted from voters list. Those were in service under suspension, old age pension stopped and other such facilities withdrawn.
Almost same condition in Uttarakhand & Uttar Pradesh. More or less 8000 names of the Settler refugees and Non-Settler refugees have been deleted from the voters list last year. They are not getting permanent resident certificates and ownership rights of the land allotted to them by the govt. of India.
The refugees have been fighting against the Act and to achieve Citizenship right & Justice since the Bill was introduced in the Parliament. They launched continuous 7 days long Hunger Strike with hundreds of street corner meetings etc.where lacs of peoples were gather together at that time. On 28th December,2010 a big rally of more than one lac peoples were held at Kolkatta. Leaders of Left Front & Congress were forced to address the rally. The issue also took place in their Election Manifesto .But they have not done anything so far.
The refugees have met with the Prime Minister of India, Central Home Minister, Chief Minister of West Bengal. They have given positive assurances, but till today they have done nothing.
Now, they have formed a joint Forum in the name ‘Joint Action Committee for Bangali Refugees’. 45 Organisations & Little Magazine groups and Prominent Personalities jointly have formed the Forum. They have decided to launched ‘Hunger Strike unto Death’ struggle & Demonstration programmes in Delhi during the winter session of the Parliament of India.
